The committees action on the bill goes a long way towards remedying some of the serious shortcomings in the administrations original proposal for Indochina aid. and it embodies many of the provisions I have sought in introducing my amendments last year and this past July. So I want to commend the Foreign Relations Committee for clearly establishing a humanitarian priority in our economic assistance program for Indochina. It is long past due that our aid program recognize that people problems of the areathe needs of refugees. civilian casualties. orphans and others disadvantaged by a decade of warand the reconstruction of civilian facilities. such as housing. hospitals. clinics and schoolsthese should be the overriding concern and objective of American assistance to the people of Indochina. However. I believe there is a missing element in the bills list of principles governing our economic aid program.
