maintains effective control of its funds. and of the transport and storage of its supplies and equipment. which prevents their use in any significant ways not intended by their donors or UNRWA. UNRWAs possible role in implementing permanent arrangements for the refugees will be determined by those arrangements themselves as they are agreed upon in negotiations among the parties to a peace settlement. We are not yet close enough to a settlement in the Middle East. of which those arrangements must b- a part. to determine what they may be. However. it is obvious that we are very likely to need a strong and effective UNRWA to help the refugees through the transition to whatever their permanent status eventually becomes. It is our expectation that we will be needing funds in FY 1975. in addition to our regular contribution. These funds would enable UNRWVA to maintain its services at their pzesent. and. we hope. even slightly increased. levels during the interim until a settlement is reached. and to maintain a sound basis �rr the responsibilities it may be asked to "-fidertake under that settlement.
