I thank the Senator from Wisconsin. On behalf of the Senator from Washington and my other colleagues from the Northwest. I should like to say that we have supported the basic thrust of this bill. in terms of trying to protect migrant laborers from abuse of crew leaders and other contractors. as we have seen in evidence provided by the Senate Labor and Public Welfare Committee. Also. our basic concern was to address that bill and its regulation specifically to that area of the farm labor picture. It was not to incorporate the incidental employees who are recruited by schoolteachers or parents. or employees of public school systems. including the farmer. himself. or any employee of the farmer who is recruiting people from the local community.
