One of our responses was the ctment of the Farm Labor Contractor istration Act of 1963. which was inled to check the exploitive practices he crew leaders who -recruit these kers. fter 10 years of experience. however. find that this act has largely -been red and cannot be effectively en-� ed. In hearings held by the Labor. Public Welfare Committee. overlining evidence was produced that the ses we attempted to prevent are still. espread and that most farm labortractors. often called crew leaders crew pushers. have not even met requirement of the 1963 act to regr with the Department of Labor. he bill before us today. the Farm or Contractor Registration Act endments of 1974. will provide an efive enforcement tool for the Depart-. it by: irst. Extending coverage of the act to v leaders who recruit on an intrae basis. econd. Requiring that crew leaders t a bond of at least $5.000 as security mployers and migrant workers. hird. Increasing the required insure coverage of vehicles used to tran t migrant workers. ourth. Requiring that the vehicles or. sing provided for migrant workers. t applicable.
