On all these issues. I suspect that if Congress began a serious move to withdraw mostfavorednation treatment. we would soon find the Soviet attitude. much more forthcoming. Some have argued that it is improper and contrary to the spirit of detente to link trade with other issues such as emigration or arms control. I believe that such separations are artificial and illogical. D~tente cannot win the support of the American people if it seems to move forward only in the trade field. where the balance of benefits is largely in favor of the Soviet Union. but remains stalled in other areas of great importance or interest to the American people such as arms control and freedom of emigration. There is another good reason to use trade as a bargaining lever with the Soviet Union. When we grant nondiscriminatory tariff treatment to another free market country. we always get something in return. namely. mostfavorednation treatment in that countrys market.
