A number of people have died under torture and others have suffered permanent mental and nervous dis-. abilities. That is not only this group that has gone down there. Mr. President. That same conclusion has been reached by the International Commission on Human Rights. the United Nations Commission on Human Rights. Amnesty International. and our own Subcommittee on Refugees. Why do we object to expending approximately $15 million of American taxpayers funds on this particular program? We deplore it because it perpetuates the system of repression that has continued for over a year. and I have not heard one word on the floor of the Senate that that system no longer exists.
