Mr. Speaker. nearly 4 years ago now. a Soviet citizen endeavored to defect to this country by seeking asylum on a Coast Guard cutter near Boston. only to be returned to his Soviet ship and thence to exile in the Soviet Union. Much has happened since that most unfortunate occurrence. including the declaration of Simas Kudirkas mother as an American citizen. thus conferring the same citizenship on her son. Simas Kudirka has now been released from prison in Siberia. and continues his efforts to obtain permission to leave the Soviet Union for the United States. I am proud to say that among the greatest supporters of Simas Kudirka and his family have been Dr. and Mrs.
