John Shelley came to Congress 3 years before I did. but our struggles for orientation in the ways of this body were mutual and ran parallel. although our constituencies were as far apart as this Capitol and the city of San Francisco. which he loved and served with honor as mayor from 1964 until his health forced him to relenquish political activity in 1967. John Shelley was the child of Irish immigrant parents. in a family of nine children. He started out as a deck hand on a freighter. worked his way through law school by driving a bakery trllck. started his political career as a State Senator in California and served for 13 years as a Member of the Congress of the United States.
