Mr. Chairman. under the basic law. they do have funds available. Under the Migration and Refugee Assistance Act of 1962. as amended. there is a provision which would allow the President to make a determination and transfer up to $10 million from other foreign aid accounts in any fiscal year to meet unexpected urgent refugee and migration needs. These funds could be used to finance the refugees from the Soviet Union program. If needed. on an interim basis until a regular foreign aid bill is presented to the House. They may transfer these funds out of the development loan funds. the Presidents contingency fund. the technical aid program or others.
