I am sponsoring House Resolution 1319. calling for a halt to all U.S. economic and military assistance and military sales to Turkey until all Turkish armed forces have been withdrawn from Cyprus. The removal of Turkish troops is necessary to speed negotiations toward a permanent settlement among Turkey. Greece. and the two Cypriot communities. At the same time. I urge the administration to make every effort now to facilitate negotiations on refugee relief as well as to provide sufficient humanitarian aid so that immediate human needs can be met. When added to the Turkish decision to revoke its ban on opium cultivation. the massive Turkish violation of the first Cypriot ceasefire. which has led to Turkish occupation of over onethird of the island. scarcely exemplifies moderate and cooperative diplomacy.
