Mr. President. as the Senate is quite aware. one of the controversies that this country has been involved in over the past year is the emigration of Soviet Jewry. It is one of the issues that has tied up the trade bill for an extensive period of time. I am a supporter. with Senator JACKSON and others. of the amendment that would prohibit the extension of mostfavorednation status for Russia unless they are willing to admit to free emigration. This particular amendment that has been offered here is very substantive. It simply says that until the trade bill that is now before Congress passes. there will be no extension of exportimport credits to Russia. period. That is the end of the amendment. That puts. we hope. the burden on Russia to be willing to open up the emigration for Soviet Jewry. because it is the one stumbling block left. and that we can reach a reconciliation of that impasse. If they are not willing to reach a reconciliation. then they will have no extension of credit from the ExportImport Bank. period. That is the amendment. pure and simple.
