Mr. President. Dr. Vitali Rubin of the U.S.S.R. is a specialist In Chinese philosophy. He lost his academic post when he applied for a visa for Israel in 1972. Dr. Rubin suffers from a heart condition and has been recuperating in bed. But on September 4. he was dragged from. his bed and arrested for "parasitism." I have repeatedly urged Soviet authorities to permit Dr. Rubin to emigrate. but to no avail. Perhaps the publicity given to this shameful episode in the West will bring about the release of this longsuffering individual. Mr. President.
