She must not be left open to attack. for if we abandon Israel then we abandon democracy and the hopes of freedom loving citizens in the Middle East. And while we pause to consider the far reaching effects that congressional activities play in the Middle East. let us not forget the importance of our responsibility to Soviet Jews and oppressed Jews in other areas of the world. In promulgating a trade agreement. we must assure the Soviet Jews of the basic human right we take for grantedthe right to emigrate. If we are concerned with economic agreements. let us also reaffirm that we still hold human rights above all considerations. If we negotiate on dollars and cents Issues. let us make it extremely clear that while we are willing to cut redtape in economic matters. the Soviets must warrant such treatment by cutting away the shackles of discrimination and persecution which have bound the lives of Soviet Jews.
