In the committee we drafted an amendment which Incorporated the VanikJackson proposal that was approved by this House. dealing with Soviet policy In regard to Jewish citizens of that country who wished to emigrate to Israel and other countries. There was a drafting problem in the language. and all this amendment does is to clarify the language. stating that until such time as the bill. H.R. 10710. cited as the Trade Reform Act of 1973. is approved by the Congress and signed into law by the President. there shall be no loans or guarantees to the Soviet Union.
