Well. Mr. Chairman. these people are refugees. as the gentleman knows. who are being permitted to exit from the Soviet Union. They have nowhere else to go. they have nothing to start on. and it has put a great burden on the State of Israel. As the gentleman knows. there is a great deal of sentiment in this country in this regard. as evidenced by the refusal of the other body to proceed with the mostfavorednation treaty with the Soviets. Because of that situation. the Soviet Government has relaxed its policies. and this has created a big burden for the State of Israel.
