It would be a most extraordinary anomaly. that while every citizen of every State. originally composing the Union. would be entitled to the common law. as his birthright. and at once his protector and guide. as a citizen of the Union. or an officer of the Union. he would be subjected to no law. to no principles. to no rules of evidence. From his readings of the meaning of the Amercan ideal of fairness. Senator Cooper advised the law graduates of his belief thatThe President is entitled. in the full range of Watergate procepdings. to the Constitutional rights of "due process. the equal protection of the law. and the presumption of innocence" which are the rights of every individual. even accorded to noncitizens In our country. The same conclusion was reached by Judge Alexander Simpson. Jr.. who wrote the first booklength exploration of Federal impeachments in 1916.
