Speaker. I rise in support of the Education Amendments of 1974. The passage of this bill is important to me as a strong supporter of education legislation. and it is equally important to the many. many migrant. bilingual. and lowincome children of my district. One of the most apparent drawbacks of an agricultural area has been the lack of proper education provided the children of migrant farmworkers. Because the work of migrants requires several. changes of residence in the course of a year. the provision authorizing the use of the migrant student record transfer system will make it easier for the children to enroll in the schools of the school district into which their families have moved. This system should act as an inducement to the children to resume their education following a move. because it will virtually eliminate the hassle of having to wait for school records to be forwarded from the school previously attended. An area of concern to the 113.000 Spanish surname residents of my district is that of bilingual education.
