Speaker. my opposition to this bill is based upon our national interest. We must not become dependent upon the Soviet Union as our principal source of so vital a commodity. Moreover. why should we hand the Soviet an economic bonus when they have yet to demonstrate a willingness to grant emigration rights to Soviet citizens. That is what the Vanik amendment was all about. It will be my intention to offer on the floor an amendment which permits the importation of Rhodesian chrome so long as the Soviet Union can export its chrome to the United States. unless the President determines the Soviet Union is granting emigration rights to its citizens.
