The rise in title I programing for Vietnam and Cambodia from $186 million in fiscal year 1973 to an estimated $498 million in fiscal 1974 was not an attempt at backdoor financing of military expenditures. but was caused by two exceptional conditions. One of these was the record world commodity prices which rose from $150 per metric ton in 1972 to $519 in 1974. Also there was a severe disruption of the Cambodian economy evidenced by the presence of 1 million refugees at present. In the case of Vietnam. the dollar value of Public Law 480 assistance increased while the quantity of commodlties declined from 1972 to 1973 and again in 1974. Objections to Public Law 480 were raised and the 10 percent limitation was included in the House bill because they said that military assistance was provided through this program.
