Mr. President. last week the Subcommittee on Refugees continued its public inquiry into the crisis of people created by the Indochina war. It met. as we have for nearly 10 years. to review American policy toward Indochina and to make the case again that the humanitarian problems of refugees. civilian casualties. orphans. and war victims of all kinds. must be a matter of vital concern to the American people and their Government. The subcommittee received the testimony of its recent study mission to South Vietnam and Cambodia. which reported on current American programs to meet the humanitarian needs of the people in these two wartorn nations.
