The struggle for freedom continues for the brave peoples of Eastern and Central Europe. During this past year the plight of the citizens living in the Soviet Union captured world attention. The Soviet Jews. and their struggle for fundamental emigration rights. the Soviet intellectuals. who were continually thwarted and repressed in their efforts to print the truth. all pointed out to the world that the Soviet Union still must use coercion and force to control their citizens. and will go to any length to crush those who disagree. As long as the U.S.S.R. continues these practices they cannot be expected to be responsible partners in international agreements. Any future agreements between our two nations must be made contingent on the Soviets adhering to a policy which at least respects the fundamental rights of all her peoples.
