We should accord our support to liberal and Jewish writers and scholars and will press for permission for their emigration where this is sought. We do not believe that their position is improved in any effective way by making it a part of our bargaining over trade. Having thus made the clear connection between the mostfavorednation status and credits on the one hand and nuclear arms agreements on the other. the committee then stated: The Committee has welcomed bilateral Initiatives toward reaching meaningful agreements on nuclear arms limitations and controls.
