Mr. President. the distinguished senior Senator from Rhode Island and I have presented to the Senate a resolution from the General Assembly of the State of Rhode Island and Providence Plantations memorializing the Congress to increase the immigration quota for applicants from the Cape Verde Islands of Portugal from 200 to 600 annually. There is already legislation before the Congress introduced by the distinguished senior Senator from Massachusetts which would authorize this increase. Section 4(3) (b) of S. 2643. of which I am a cosponsor. would authorize such an increase. It is also provided for in H.R. 981 which has been passed by the House and is now before the Senate Judiciary Committee.
