Mr. Speaker. on April 19. 1974. Immigration Commissioner Leonard F. Chapman. Jr.. announced that those foreign students seeking summer employment would have to obtain their work permits from the Immigration and Naturalization Service rather than from school officials. The publicized basis for this decision was the protection of summer jobs for American youth through the use of stricter controls over the issuance of work permits. Foreign students must prove that their economic status has changed. an unforeseen change. which means famine at home or a death in the family. That type of need only affects a few. The results of this decision are numerous.
