Slavinsky is a graduate of the Philological Faculty of Leningrad University and a specialist in modern American literature. He has been subjected to imprisonment and forced resettlement In the provincial city of Vladimir. He has twice applied for an exit visa and has been twice refused. most recently in April of this year. His first application for permission to emigrate cost him his job. Mr. President. Efim Slavinsky is just one victim of a repressive policy which must be changed. The Congress must continue to make clear its concern for the brave individuals in the Soviet Union who risk everything in order to live in Israel or elsewhere. Soviet officials must understand our firm opposition to repressive emigration policies of this type. I strongly urge the Soviet Government to allow Mr. Slavinsky and other individuals who wish to emigrate from the U.S.S.R. to do so.
