Speaker. the reason I am speaking today is that I want to place the House on notice that this is the initial of several times I will address this House. and. although it is a subject that is often overlooked. that rarely makes the headlines. and that nobody pays much attention to. I consider it to be one of the most explosive issues confronting our Republic today. Unless we express a humanitarian. equitable. and efficient and well thought out and knowledgeable approach. we will muddle it and get into embarrassing situations. The Mexican Government. less than 3 weeks ago. issued a denunciation of the U.S. treatment of illegal aliens. This obviously requires a positive response from us.
