It seems to me that one of the easiest ways to find out whether or not a program Is cost effective. as in this case. is to take the number of patient/doctor meetings and divide them into the size of the grant. As you will note. Mr. Chairman. the results are startling. In one California project every time a doctor sees a patient it costs the Federal taxpayers $177.39. As you will note. the San Joaquin County Medical Society costs were $17.29. In comparing the two projects further. the San Joaquin County Project had half as much money and saw 41/ times as many patients.
