Now. if the gentleman will yield further for Just one moment. let me say that when we talk about mostfavorednation treatment there is within the question of the mostfavorednation policy the question of the emigration policy of the Soviet Union. Well. the Soviets have said that we are interfering In their domestic problems by doing this. However. the Soviets are signatories to the Human Rights Convention. They are a part of the United Nations. If they want to live in a community of nations. I think they should abide by the principles of that community of nations and see to it that they do permit all of their citizensnot only Jewish but all of themthe right of emigration. Unfortunately. that is what Churchill meant when he talked about an iron curtain being drawn over Europe. He meant that there was an iron curtain being lowered to lock those people in instead of permitting them free access to the world so that they could understand what exists in the outside world.
