God only knows how many covert operations the United States has been involved in during this same time period. In addition. the United States has not hestitated to criticize violations of human rights in the Soviet Unionespecially in regard to the Solzhenitsyn affair. Even a vast number of Members in the Senate have attempted to threaten to curtail trade with the Soviet Union if its emigration policy for Jews is not modified. Current U.S. policy. however. has made it clear that Soviet violations of human rights will not deter efforts to promote d6tente with the Soviet Union. I concur with those who argue that as the importance of ideology in international relations continues to lessen. the United States must begin to consider a certain governments adherence to objective human rights standards as one important criterion in determining our foreign policy.
