Mr. Speaker. as you and many of my colleagues know. telephone service was recently discontinued to a number of Jews in Moscow who are seeking to emigrate to Israel. I sincerely hope that the current dutente with the Soviet Union is broad enough to insure an American citizens right to freely communicate with a Soviet citizen by mail and telephone. Stuart Lotwin of Los Angeles spoke on the telephone with Yevgenya Lapidus of Moscow on May 22. the day before her service was discontinued. I would like to enter the transcript of that conversation in the RECORD as a further example of the continuing anguish of Soviet Jews:
