Following this. the foreign ministers of Estonia. Latvia. and Lithuania were invited to Moscow and then forced to sign mutualassistance pacts. Although the mutualassistance pacts guaranteed there would be no interference in their internal affairs. it was not long before the Soviet Union had complete control of the Baltic countries. Under Soviet domination. thousands of Estonians. Latvians. and Lithuanians were deported to Siberia and other parts of the Soviet Union during the 1940s. Others fled to Germany and were forced to live in displacedpersons camps. These moves were part of a deliberate policy to destroy the cultures of the three Baltic States.
