The Secretary has won the trust and confidence of the highest levels of the Syrian Government. something which no American has been able to do for decades. With this background. I am today introducing legislation that would provide for special immigrant visas for Syrian Jews who want to leave there and come to America. They would be welcomed here with open arms as the victims of inexcusable religious oppression. There is a large Syrian Jewish community in New York which could provide housing and jobs for these immigrants. helping them learn how easy it is to live in a land of freedom. Delicate negotiations are necessary to get the Syrian Government to change its mind and permit Jewish emigration. I am hopeful that the Secretary of State will undertake such negotiations in the future. We all know that we have called on both the President and the Secretary of State to take such action. and the responses we have received have been noncommitttal at best.
