I would remind the gentleman that the gentleman is not speaking on the amendment he has offered. but rather he is speaking against the amendment I have offered. I could have offered my amendment as a substitute for the amendment offered by the gentleman from Minnesota. but I did not do so. I regret to do this on the time allotted CXX- 1127Part 13 the gentleman from Minnesota. but I must say that my amendment is not a part of the package. a package that is being sold. that will not help all the migrant workers. and the gentleman seems to be saying we are not going to go along with the de la Garza amendment. That is the attitude I am afraid that is being shown today by some of my colleagues.
