In doing so. we would merely be fulfilling one of the original purposes of the actto protect the workers welfare. Accordingly. on February 21 of this year. we introduced H.R. 12988. "The Equitable Benefits Amendments of 1974. This legislation proposed amendments to the Sugar Act to insure that the welfare of sugar workers would be better protected in the future. H.R. 12988 proposed to: First. provide additional benefits and protection for sugar workers in the areas of wages. housing. illegal aliens. deductions. health and accident insurance. and retaliations. Second. establish hearing panels representative of workers. producers. and public interests. Third. specify standards which the Secretary of Agriculture would use in determining the annual minimum wage rates.
