President. I would like to call to the attention of Senators and other readers of the RECORD the latest annual report of the Intergovernmental Committee for European MigrationICEM. For more than 20 years this Genevabased humanitarian organization has been one of the main forums for international action in the field of national migration and refugee resettlement. Over the years. more than 2 million personsmost of them refugeeshave been assisted by ICEM in establishing new homes and finding new hope. Some 350.000 of these people have been resettled in the United States In cooperation with the private voluntary agencies. Although the bulk of the refugees resettled by ICEM have come from Eastern Europe. in recent years the international organization has become increasingly involved in other refugee problems as well. in close collaboration with the United Nations High Commissioner for RefugeesUNHCR. ICEM has made important contributions in the repatriation of refugees from the Sudan and in the resettlement of Cuban refugees in Spain. of Chinese refugees in Hong Kong. of Asian refugees from Uganda. and the recent refugees from Chile. ICEM has also assisted the UNHCR and the International Committee of the Red CrossICRCin the recent exchange of populations between Bangladesh and Pakistan. and has cooperated with the United Nations Disaster Relief OffceUNDROin Geneva in the transportation of relief supplies to victims of natural disaster in the Sahel countries. the Middle East. Pakistan and Nepal.
