Mr. Speaker. since the late 1960s. a unique effort has been mounted to secure the right of emigration from the Soviet Union of significant numbers of people who have been suppressed and discriminated against by that regime. Many of these dissidents are Jews. who. singled out by the government for discrimination. have confronted the might of the Soviet state for the right to practice their ancient faith. In the beginning. their distress was largely ignored by the powersthatbe. Only a few took up the cudgels for their rights and aspirations. At first only the young here. joined by a handful of sympathizers. spoke out for the rights of these people.
