The bill I have introduced does not take care of this entire issue. I have introduced and supported other bills and resolutions to do that. includingH.R. 14276. a bill to amend the ExportImport Bank Act of 1945 to strengthen the oversight role of Congress with respect to extension of credit by the Bank. House Concurrent Resolution 324. expressing the sense of the Congress regarding the free emigration and expression of ideas by citizens of the Soviet Union. House Resolution 774. declaring the sense of the House with respect to a prohibition of extension of credit by the ExportImport Bank until such time as the Trade Reform Act becomes law or is otherwise resolved. House Concurrent Resolution 430. expressing the sense of the Congress that the President should cease all trade negotiations with the Soviet Union until such time as it demonstrates an effective relaxation of restraints on individual liberties. and H.R 3915. a bill to prohibit most favored nations preferential trade treatment for any nation denying free emigration to its citizens. But. this bill which I have introduced today does say this: "That if we are going to make these loans. at least these foreign governments will have to pay what our people are payingour people who otherwise would have to subsidize the differential between what they pay and what we pay." Mr. Speaker.
