I am submitting this amendment to prohibt the U.S. ExportImport Bank (Eximbank) from granting to any nonmarket economy countryspecifically the Soviet Unionany loans or credits. The House of Representatives. by adopting the MillsVanik amendment to the Trade Reform Act. voted to forbid Government backed trade credits to any nation which denied its nationals the right to free emigration. this amendment was aimed primarily at the Soviet Union. Seventysix Members of the Senate. including myself. cosponsored a similar amendment introduced by the Senator from Washington . This past March I introduced a sense of the Senate resolution with 17 cosponsors attempting to insure that Eximbank would not grant any further credit to the Soviet Union.
