The children were innocent. defenseless. and harmless. Their deaths served no worthy military or political purpose. I join Members of Congress. editorial writers. and others in expressing shock and outrage at this monstrous violence. But I am saddened to note that U.S. expressions of shock and regret at the death of innocent Arabs are rare. The reprisal attacks by Israeli war planes on refugee camps in Lebanon caused a death toll that exceeded that at Maalot. And surely among the Arab dead were peopleperhaps childrenas innocent as the Israeli students. I cannot believe that many Palestinian Arabsdetermined as they are to regain their homeland from Israel-
