Mr. President. the staff members of some Senators have made inquiry concerning the allocation of money to State agencies under my proposed amendment to title I of the Elementary and Secondary Education Act. I would like to state for the RECORD that my amendment would retain completel the Senate committees formula for allocation of funds to State agencies under title I. Those allocations are to aid handicapped children. migrant children. and institutionalized neglected and delinquent children. My amendment will not change any part of the committees formula for money to those groups. Under the Senate formula. and in existing law.
