There has been and continues to be widespread violations of the Act. According to the Department of Labor. of over 6.000 crew leaders operating across State lines. fewer than 2.000 are registered as required by law. and a spot check of over 900 crew leaders last year revealed violations by 73 percent of those checked. The committee received testimony from a public official from Pennsylvania who reported complaints from migrants who were allegedly being cheated out of their wages. overcharged for food furnished. and physically assaultedall by the crew leader who hired them. The committee staff received similar reports from victims in Florida and interviewed members of the socalled slave labor gang which received front page publicity in Dade County.
