Mr. President. I am today introducing a bill to establish a temporary National Commission on Alien Labor to conduct a comprehensive study of certain matters relating to the use of alien agricultural labor. The world has changed a great deal since the Statue of Liberty was sent to us as a symbol of the freedom and welcome we offered to the poor and hungry of other nations. Our own needs have changed. our laws have changed. and world conditions have changed. But there is truth in the old saying that the more things change the more they stay the same.
