WRC radios "Urban Insight" program recently carried a most interesting discussion on the single parentthe unmarried man or woman. black -or white. who has decided to become a parent by adoption. Almost every State in the Union now has a small but growing number of such peoplewidowed. divorced. or never marriedwho have worked sometimes against considerable odds to adopt their children. I have become aware of this phenomenon recently. as several single parents among my constituents have contacted me because of my membership on the Judiciary Committee. which has before it a bill to facilitate immigration of children adopted by single persons.
