Only because of a senseless legal inadequacynot in them but in the current lawthey remain aliens under our law. In 1952. Congress recognized the inadequacy and inconsistency of our immigration and naturalization laws. Thus. Congress amended the Immigration and Nationality Act to waive the English language requirement for aliens who were 50 years of age or older at the time the amendment became law and who had resided in this country for a total of 20 years or more. Over 20 years have passed since that amendment. Thus. the law. as it now exists. permits only aliens who are at least 70 years of age and who have resided no less than 40 years in the United States to apply for citizenship in a foreign language.
