This latest attempt to alleviate the suffering of their friends and relatives takes the form of a petition to the U.S. Ambassador to the United Nations. John Scali. and is prompted by a change in the Soviet Code of Rules toward political prisoners. This change allows Soviet authorities to abolish the personal freedom of these prisoners. it permits them to use psychological methods to force political prisoners to spy on each other. and it allows mass arrests of Ukrainian farmers and youth and their deportation to the far east territoriesSiberiafor slave labor.
