There are also additional important provisions that. when combined to those set out. will have the effect of continuing and expanding our commitment to provide that second chance for the illiterate. the poorly educated. the adult with yesterdays training for todays jobs. Mr. Chairman. there are in this bill important changes and advances for the most disadvantaged Americans. the American Indian. the migrant. and the handicapped. Additional funds and emphasis are placed on bilingual education. Anyone who has experienced the frightening experience of trying to learn in other than ones mother tongue can really appreciate the value of these programs.
