Mr. President. it has been my privilege to be appointed as a congressional advisor to the U.S. delegation. As chairman of the Judiciary Subcommittee on Refugees I have long been concerned over the impact of modern warfare on civilians. The conference In Geneva will continue over the next 2 to 3 months. during which considerable progress is anticipated in upgrading international standards for the protection of prisoners of war and for the accounting of missing and dead personnel. in expanding the laws of war to prohibit or restrain the use of certain weapons that are particularly cruel and Indiscriminate in their effect. and to extend the protection of civilians in areas of armed conflict.
