Speaker. I rise in support of H.R. 8245. This bill was brought before the House to repeal those parts of Reorganization Plan No. 2 of 1973 which transferred to the Bureau of Customs the document inspections authority and some 900 officers of the Immigration and Naturalization Service. No other aspects of the plan are affected by this bill. Just to set the record straight. It was brought out that this was a transfer of personnel from the Immigration and Naturalization Service that would not benefit the reorganization plan. There was an agreement between those who were concerned about it and the administration that section 2 would not be put into effect. Because we could not amend Reorganization Plan No. 2. we agreed that we would approve it. but later repeal section 2.
