Failure to ratify the Genocide Convention has delayed the Senates consideration of many other human rights treaties. There are. in fact. more than 20 human rights treaties adopted by the United Nations. its specialized agencies and the Organization of American States. The United States is a party to only three of them: the protocol relating to the status of refugees. the Slavery Convention. and the Supplementary Convention on the abolition of slavery. the slave trade. institutions and practices similar to slavery. For instance. we have not ratified the International Convention on the Elimination of All Forms of Racial Discrimination. There are about 75 statesparties to that convention which came into force in 1969.
