President. the Issue that is now to be Ldiscussed has been before the Council of Europe for years. Several recommendations have been adopted. The last two reports by Mr..Bruno Pitterman on Jewish communities in the Soviet Union dealt with the situation before emigration started in March 1971. Now. again. S years later. we have to face the achievements. the tragedies and the prospects involved. That is why the .Committee on European NonMember Countries has unanimously decided to present this report and a draft recomendation to the Assembly. There has been considerable development for betiter and for worse since January 1971 the Assembly adopted -the last recommendation. My task as Rapporteur has In some ways .been easier to fulfil because of emigratlon. It is now possible to meet with many Jews wvlth different backgrounds who have recently left the Soviet Union. Therefore. on -behalf Of my committee I last summer had some hearings In Israel with Jews in order to collect as much information as possible about -their earslir lives. .I am grateful to those -who gave me that opportunity to discuss the daily life of Saolet.Jews th thosowho know more about It (Man anyone else -ith vhnm you can meet and freely talk to.
